An error occurred while getting the list of Windows users from the server

A CompleteFTP user reported:

When I click Add user \ Windows users(s) in the Users screen the error "An error occurred while getting the list of Windows users from the server." is displayed.

In the server's diagnostics.log, an unusual error message was reported:

System.ComponentModel.Win32Exception (0x80004005): The operation completed successfully

We sent the user some test code that did a similar task to what CompleteFTP was trying to do - fetch the local user list.

They successfully used this code to diagnose the issue:

I have managed to get sufficient error information to identify the cause of our problem using a modified version of the code you provided.   The Workstation Service was disabled on our Servers to meet customers security requirements, however without this service the call to DirectoryEntry fails.
