How to limit the FTP transfer speed [over a slow link]?

Hi,

Is there a way to restrict the transfer speed to a certain value? For example, I have to grab some files over a slow and over-used link each two hours and I do not mind if a transfer takes 15 minutes instead of regular 3, because during those 3 minutes, my users are complaining.

Any ideas?
